I agree with the latter. Plus, Elsa was the only known person in Arendelle who has powers. If powers is a common thing in the world, why would people be afraid of her at first? Well, I just realized this. No source has said it was Elsa. Just that there will be a LGBTQ love story. These sources said Frozen 2 is about the parents.
