I don't know if this has been mentioned before, but...
In a DVD set called "The Monster Pack" that is full of great animated stuff for Halloween, there are also two Halloween episodes of Archie's Weird Mysteries (that make one story) referred to under the title of "Archie and the Riverdale Vampires." It's sort of a Buffy spoof that takes place on Halloween, with a Halloween party and everything. Still only have it on VHS myself.
Also, the two Scary Godmother Halloween specials that have aired on Cartoon Network the past couple of years are available on DVD.
Scary Godmother Halloween Spooktacular
Scary Godmother 2: The Revenge of Jimmy
Plus, I can't let Halloween go by without watching the Halloween TV Special "The Worst Witch," starring Fairuza Balk and Tim Curry, which is available on DVD and features Halloween specifically. But watch out, they recently made a TV series by the same title, also available. There might be a Halloween episode of that too though.
Lasty, there's a fantastic Halloween TV movie called "The Midnight Hour" that was made for ABC in the 80s. It's on DVD, though the DVD is out of print.

Of everything listed above, the only one I have on DVD so far is the Worst Witch. Read my review of the DVD here (it's the second spotlight review):

A Roseanne themed Halloween DVD collection was put out recently. Have those episodes been added from the season sets?

Everything except the TV movies (I'm not including those unless they are part of a series) has been updated. Thanks for all the new entries, guys!

There weren't any "Roseanne" episodes listed, but I went ahead and listed all the ones from the Halloween DVD (and also added their season number for those season sets already released)... I don't know if there are any others but if there are, someone can submit them.

Might as well add more HI holiday episodes:

Home Improvement - "'Twas the Night Before Chaos" - Season 4
Home Improvement - "'Twas the Flight Before Christmas" - Season 5
