Ari Folman's "The Congress" was distributed by Drafthouse Films (whose output has slowed, as its founder is focusing more of his attention on Neon) and "Waltz with Bashir" was released by Sony Pictures Classics. I assume SPC is the most likely candidate, but I could also see him partnering with GKIDS to release "Where is Anne Frank."

So far, only three animated films have been made available for streaming to Academy members in the Best Picture category. For those who don't know, even though you're able to submit a film for Best Picture at no additional cost, in order to upload said film to the Academy Screening Room (the only form of screener that's allowed anymore), you need to pay $12,500. This only applies to the Best Picture category; for other categories such as Animated Feature, Documentary Feature or International Feature, films can be screened for free.
For the record, here are the films currently available in the Academy Screening Room:

Annette
Billie Eilish: The World's a Little Blurry
Bring Your Own Brigade
Coming 2 America
Dream Horse
Francesco
The Guilty
The Lost Leonardo
Luca (animated)
Mass
The Mitchells vs. the Machines (animated)
My Name Is Pauli Murray
Nine Days
No Sudden Move
Old Henry
The Starling
Together
Together, Together
The Tomorrow War
12 Mighty Orphans
Val
Vivo (animated)

Update: More animated films have been added to the Academy Screening Room.
Here’s the list of the films that were available in the Academy Screening Room as of Friday morning. This is not the same as the list of films that are eligible in the Best Picture category; the Academy will release that list prior to the start of nomination voting, which begins on Jan. 27. That list should be significantly larger than this one, because films that meet the eligibility requirements are not required to pay for a spot in the screening room in order to qualify for the Oscars.

Not all the categories a film is submitted in are always listed on For Your Consideration websites and materials. The categories highlighted are the ones chosen to be promoted because it's believed the chances of getting nominated in those are higher than the others. That's why you often see promotional materials saying "for your consideration in all categories including..."

Thank you for the answer. I don't think Luca has a chance to be nominated for Best Picture, and I don't think Disney thinks so as well, but it seems to me that this might be a way to raise the chances for a Best Animated Feature nomination and perhaps a win.

Indiewire has revealed their predictions. The Deer King is included among the contenders, but GKIDS announced it will be releasing the title in early 2022. They'll either give it a limited release this year to qualify it or save it for next year's awards. I believe they'll save it for next year to give Belle less competition.

These are the only features from WDAS to win Oscars "Special Achievement/Song/Score & Animated Feature". Unless Encanto can make one heck of an impact when released next month, WDAS won't be winning any more Oscars anytime soon.

I'm not sure how you can make that assessment when Big Hero 6 was the most forgettable movie out of the Revival ones and it still won.... against Song of the Sea...it was fortunate enough that Pixar hasn't released anything that year. It just goes to show how these awards are meaningless because they basically choose the most popular film that year.

I don't know about Encanto though, it has a rough competition this year. I wouldn't be surprised if The Mitchells vs the Machines won because of all the hype it got.

BH6 was the highest grossing animated feature worldwide in 2014, with nearly $658 million. The fact that it out-grossed How to train your Dragon 2 was shocking. If it was so forgettable, why did Disney give it a 3 season TV series? Why is it getting a Baymax series on Disney+? I remember Grace Randolph saying back in October 2014 that Disney was concerned that BH6 wasn't gonna do well, so they officially announced Moana two weeks before BH6 opened in early November.

I also think if The LEGO Movie had been nominated for the Oscar, that probably would have won.

I think Walt Disney Animation will absolutely win the category again. They haven't even officially announced what's being released after Encanto (though I assume they probably will reveal it before Encanto opens), so it's hard to say what their future holds.

And they all deserved it other than Big Hero 6. But you're right that WDAS is unlikely to win. As farerb said, BH6 only won that year because PIXAR didn't have a film in the category. PIXAR does have a film in there this year, which means WDAS didn't stand a chance no matter what they made this year, especially with they're vote being divide between two films. The pull PIXAR has over voters is obvious and has been for more than a decade now.

Both The Lego Movie & How to train your Dragon 2 were both the critical darlings of the 2015 awards season. Dragon 2 won the Golden Globe & swept the Annie Awards, while the Lego movie won the Critic's Choice Award. When the Oscar nods came out, the Lego Movie was snubbed for Best Animated Feature. It made all the headlines I remember. So some were saying that Dragon 2 had the Oscar in the bag. At the BAFTA Awards the Lego Movie won Best Animated Film. Phil Lord & Chris Miller stated that "You guys win the award for best Academy," taking a shot at the American Academy for they're snub.

BH6 Oscar win was really impressive, that it wno no other major awards that season.

For Encanto to win, it has to make a big impact this Holiday season. And until Disney officially announces Seacher Clade, I can't comment about 2022.

The only Pixar feature that would beat BH6 I believe would be Inside Out. Other Pixar movies around that time: Cars 2/Monster's University & The Good Dinosaur would of had no chance. Even When Brave beat Wreak-It Ralph, there were grumblings over that win. But when Inside Out won for 2015, with Woody & Buzz as the Animated Oscar presenters, I knew right there that Pixar had a lock on Oscar voters.

Netflix has updated their FYC website and now includes Back to the Outback, The Mitchells vs. the Machines, The Summit of the Gods, and Vivo. However, if you use the search function, you can find a page for Wish Dragon as well.

It just goes to show how these awards are meaningless because they basically choose the most popular film that year.
I also think if The LEGO Movie had been nominated for the Oscar, that probably would have won.
Why do you think it would have won if it couldn't even get a nomination?

Because during that time, only members of the animation branch were allowed to select the nominees but the winner was chosen by the entire Academy. The Lego Movie was quite popular outside the animation branch, so it's highly likely it would have won if it were nominated. Due to the controversy of The Lego Movie snub, this rule was changed in 2017 and now the nomination process is open to the entire Academy too.

The LEGO Movie also won the Producer's Guild Award and the BAFTA Award for Best Animated Feature, which have overlapping membership with the Academy and indicate strong support within the film industry.

1982: Romania, Quo Vadis Homo Sapiens?
1986: Hungary, Cat City
1994: Japan, Pom Poko
1997: Croatia, Lapitch the Little Shoemaker
1997: Japan, Princess Mononoke
1999: Argentina, Manuelita
2002: Chile, Ogu and Mampato on Easter Island

The film has also been submitted in the Best Animated Feature category, making it the 8th animated film to ever compete in both categories.

Waltz with Bashir (2008)
Alois Nebel (2011)
Rocks in My Pockets (2014)
My Life as a Zucchini (2016)

Even more notable, "Flee" becomes the first film to ever be submitted in all four feature categories (Picture, Documentary, International, Animated) at the Oscars.
