I think he/she meant TV in general brought down theatrical animation because in the 50's-60's a lot of attention shifted to this relatively new medium. I don't think that makes much sense. For me, I really do like both movies quite a bit, both I have to side with Tangled. I felt Tangled's pacing was much smoother for me and it had the right amount of character development.
