My initial thought was to answer Ariel’s Beginning, since it has better animation and lots of screen time for the sisters. But I think the series has too many strong episodes that would actually edge out either of the movies… so the series!

There was a re-release? It may be different in different territories, but this title is pretty easily/cheaply available in the US on eBay.
